Britain is a narrow but deep opportunity: Goodyear-welted footwear from Northampton, and woollens. Both are still made domestically, both are sold abroad through distributors who add a substantial margin, and both are goods where a factory shop sells directly to the public at prices the export channel never sees.

One thing must be said up front, because it changes the budget. The UK withdrew the VAT Retail Export Scheme on 1 January 20211, so in Great Britain you cannot reclaim VAT on goods you carry home in your luggage. Do not plan a trip on the assumption that EU-style refunds apply. Two carve-outs survive: Northern Ireland still operates the scheme for non-EU visitors2, and retailers anywhere in the UK may still sell VAT-free if they ship the goods directly to your overseas address1.

Common questions

Can tourists claim VAT back in the UK?

Not in Great Britain. The VAT Retail Export Scheme was withdrawn on 1 January 2021, so VAT on goods you buy on the high street and carry home is not refundable — worth roughly 20% of the purchase price, and the most common budgeting mistake visitors make in Britain. Two exceptions remain: Northern Ireland continues to operate the scheme for visitors from outside the EU, and a retailer may still sell VAT-free if it ships the goods directly to your address overseas.

Are factory seconds worth buying?

For Northampton shoes, usually yes. The rejects come off the same line and the flaw is typically cosmetic — a mark in the leather or a slight colour inconsistency that a polish hides. The trade-offs are unpredictable stock, incomplete size runs, and no returns, so it works as a detour rather than as the reason for the trip.
